STUDENT'S RIGHTS
To the aim to realize, with respect of the rules of the school and the State, the participation in the management of the school giving it the character of a community that interacts with the great social and civic community, had been set up school, district, provincial and national, school bodies. The school becomes therefore a system in which various elements interact between them, everyone with the own competences and peculiarity.
DO YOU KNOW THE SCHOOL BODIES (CONSULTATIVE ASSEMBLY, COUNCIL OF THE SCHOOL, COUNCIL OF CLASS)?
From this diagram it can be noticed that a relevant part of students doesn't know of the existence and the function of the school bodies. This ignorance is determined from a lack of interest (12,35%) and in particular from a lack of information perhaps by the school.
The school bodies that we want to deal with:
The council of class is an organism (one for every class) composed by: all teachers of that class, two representatives elected from parents, two students elected from the other students.
At the councils of class also the other parents and the other students of that the same class could participate.
Its function is discussing about the inherent issues the operation of the school: the course of the class, the school trip, the text-book, etc.
Often the councils of class are places where theachers complain about the students behavior. For this the council of class can't realize its objectives. But it can also work differently. It can be a place where the students introduce their demands and their protests.
Usually the headmaster calls all the councils of classes 4-6 times a year, but there is the possibility that one member (also student) can ask "an extraordinary" council of class. The elections of it takes place every year. They must arrange the elections in all classes.
Our opinion starts from the presupposed that frequently the relationship between students and teachers turns out hostile; for this it becomes quite difficult during the council of class to catch up a compromised. The freedom of opinion does not lack but often it becomes counter-productive crash for the class.
The council of the school instead is a body which doesn't have a great number of students infact it is composed by: 8 teachers, 4 parents, 4 students, 2 reppresentatives of secretarial staff and the headmaster. He's chosen between the parents.
Usually also the general amministrative service's Director participate but he hasn't the right to vote.
Only the students that are of full age can vote about financial questions. The council of the school designates to its inside also a body that serves to execute some decisions: the Executive Committee.
The calling is carried out by directed letter to the single member and by sticking up of an appropriate advice
The sitting of the council of the school is public and this body that would have to run he school and therefore take all the most important decisions, but who decides is the headmaster.
Therefore for teachers, students and parents it is very difficult to contest the choices. The council of the school is elected every three years(the four representatives of the students are elected every years).
At the elections of the student representation can compete several lists; every list proposes from one to eight candidates. The four representatives are assigned to the lists proportionally to the votes that these have taken.
Regards the opinions of our representatives we can think that this body organ carries out its functions correctly but the participation of our representatives is limited because the matters of discussion are of technical nature (approval of the budget and contracts) and their competence about this matters result inefficient.
A very interesting imminent proposal, consist to increase the member of outing commission, introducing the student participation so that their opinions can be considered.
The CPS is an institutional body of student representation on provincial base. It is composed by two students for every high secondary school of the province. The CPS's representatives are elected by all their schoolmates.
The CPS has a centre equipped to by supervision of the studies.
They have own funds that can be spent only by students who compose it.
Every CPS has its rules and it gathers regularly.
The functions are:
- To assure the widest comparision among students of all high schools
- To optimize and to integrate in net the extracurricular activities
- To set up agreements with the local agencies, region, associations and the organizations of the world of the job
- To create an informative counter for the students
The CPS elects inside a president and it is divided in thematic or territorial; then superintendent gives a referring teacher in order to support the job of the students. The 103 presidents of the consulte gather periodically in national conference, where they have the opportunity to exchange the information, to devise integrated plans, to discuss about the common problems of the Cps and to meet with the Minister of Public education formulating opinions and proposals. According to our representatives of the Cps the function of such body can be defined more formal than substantial because the students have freedom of initiative but really their plans, for the greater part, are less considered from the competent minister; this situation got worse with the nomination of the current minister of public education Letizia Moratti.
Even if the self-running is not foresee by the law, the students consider it as their right. Infact with the time it has become a tradition of the school calendar. Also this year in our school the self-running has taken place regurarly.
The school representatatives, as usual, have engaged in the organization of this event encouraging the students to propose and discuss course and matters.
For us the self-running of this year didn't have a great moral, riflessive and constructive character.
But the students that took part in, it were happy because they considered it a moment of aggregation with the other students(diag.1: 67,86%) characterized from amusement (diag.2: 50%), as we can point out by our statistic research.
WHAT IS FOR YOU THE SELF-RUNNING?
WHAT DO YOU THINK ABOUT THE COURSE OF THE SELF-RUNNING OF THIS YEAR?
Every year the self-running has a great success among the students but it can't be said that is the same for the teachers. In their minds a distressing sense of impotence is diffused: they don't know how prevent the self-running and they aren't sure to have the needed authority. Sometimes the negotiations are carried out in order to end the subversion, for example fixing the duration and the modalities, threatening -in case of lacked respect of the pacts- "to bloke school outing "; or it proposed the "week of students", a kind of co-running, with the objective to arrest the chaos that is left over.
Often the reaction of teachers is very critic: the self-running is defined " a foolery ", without "real motivations" , a pretext to lose some lessons, or an " useless ritual".
Some teachers who in youth lived the self-running are judging with bitter wisdom
that, respect our times, "there aren't ideals", that the guys today haven't "political coscience", and that the old self-running were very different. In effect they aren't totally wrong as you can note from the below diagram that the 34,57% think that for the future self-running is something to change, in particular the students are complaining about the insufficient professionality of the responsibles of the course , of the inner security and in particular way of the little seriousness of the matters that were discussed.
